Travel to Cuba by U.S. citizens is restricted, and only permitted with a license granted by the Office of Foreign Assets Control (OFAC) at the United States Department of the Treasury. Tourist travel cannot be licensed, and this restriction includes tourist travel to Cuba from or through a third country such as Mexico or Canada. US Naval Base at Guantanamo Bay is leased to US and only mutual agreement or US abandonment of the facility can terminate the lease.
